Generally, the best way to get that kind of view of prerelease
documentation would be to build it locally. All of Fedora's guides can be
found at
https://git.fedorahosted.org/cgit/ and cloned. The 'master'
branch is used for development, and the release branch (ie F19) is what
you'll see in your POTs.
Building the document locally is a good idea beyond giving context in the
source language. It makes it easier to review your copy, and also provides
also provides a base to test the markup of your translations, to ensure
that your language will build.
