Ok, according to change history they've indeed been converted to utf-8
some time in ancient history. Can you check if the originals make any
more sense?

Yep, those files work for me too. I don't understand enough to be 100%
sure, but the beginning mentions Red Hat Software, Red Hat Linux, and
the date is correct, too.
