I can reproduce this issue from a live CD. Not able to change lang or
keyboard layout after selecting an user.
(Well, the only user available is "Automatic Login", I assume it's
liveuser)

GDM is different than in previous releases. I saw it yesterday after
installing F15 Alpha 2.
Would you file a bug report?
It will affect all potential new users trying Fedora from the LiveCD.
