I'm not expert in this, but I understand from the web that the codes
zh_CN, zh_TW, zh_HK are old codes and should be replaced by the new
ones. I found multiple sources, the most relevant ones are:

And the replacement rule is also in the CLDR:

I'm not sure why we should keep to the old notation in this context, can
you please share your concerns?
When it comes to software, glibc-based operating systems, like Fedora,
require the use of the glibc locale codes for i18n to work. I believe
Weblate supports aliases so that the resulting .po/.mo file is e.g.
zh_CN instead of zh-Hans.
