Yeah we're certainly gonna loose some people, esp if we're gonna require
the CLA[1] to be signed (something that has to happen in other Fedora
subprojects). On the other hand we don't have any clue who's active in
translation. This move could help in getting a better look on who
actually does stuff around here, right?
