Kbabel is still quite usable - with some precautions taken.
Nice translation memory and some handy features.
But it will pass out, surely, along with KDE3x.

Note that KBabel is now obsolete -- KDE's PO file editor is now called
Lokalize
(but of course, you can also use gtranslator on KDE or Lokalize on GNOME)
