the next step should be to ask in #fedora-admin to see if the owners
are still active contributors. If not, it might make sense to make one
of the G11n team leads an owner to this list for long-term maintenance
/ management.

Rui Gouveia (ruigo) (use nickname(a)fedoraproject.org)
According to datagrepper, Rui still have some recent activities but José
dosn't (he doesn't looks like to be in the 11 members of Portuguese
language team).
There is no "G11N team leads". The "Fedora G11N Steering Committee
Proposal" is still a proposal and obviously there is a lack of resources
for global management, despite the efforts of many actors.
Anyway, even with "L10N Admin", I'm not sure why any global lead should
be involved with language tools management (there is too much and local
teams have to be autonomous).
