In general, an email to fedora-trans-list every time a change is done on a module that would affect translators, is always a good idea.
Change in data (i.e. string additions/changes) or in metadata (repo location/name). I would think the latter, but I'd like to have this clarified -- too any assumptions made in the near past that didn't work out. Better be explicit than sorry ;-).
