I'd like to work on bringing plasma-5.17.x officially to f31 (and possibly f30 too).
kde frameworks 5.64.0 is on the way to testing (which we'll also build against here).
Any concerns or objections?

The removal of Audio and Video applet from Multimedia is concerning, but I don't think there is anything that can be done about it. Otherwise, go ahead, KF 5.64 looking good so far.

I am anxiously awaiting 5.17-2, as I do not wish to use Rawhide for 5.17

None from here in Taiwan. :-)
For F30 would be appreciated. I've been testing in rawhide and quite happy with it.

Just get it from https://cgit.kde.org/plasma-desktop.git/commit/kcms?id=973306c7bb7df2f9be19c... (all the files that this commit deletes) and package it as a separate package.

PS: Also note that Phonon ≥ 4.11 ships a standalone phononsettings tool with these settings: https://cgit.kde.org/phonon.git/log/

+1.
I have been using Plasma 5.17 from Martin Kyral's copr for few weeks now (on F30 and now on F31); haven't noticed any major breakage. There is a major change on my daily usage ‘Alt+Space’ for krunner is now ‘Meta+Space’ (which is usually standard shortcut for switching input methods). System Settings does crash, possibly due to incompatibility with framewords 5.62, couldn't investigate in detail.

You have a great fanclub. Hopefully, plasma 5.17-x has x at version 2 or 3. Dont rush, just do it right.

I cannot reproduce that. ALT+SPACE still works for me, though I personally experienced ALT-F2 not working https://bugs.kde.org/show_bug.cgi?id=413368

On F31 with Martin's copr enabled I also see this. Alt+Space does not work for krunner while Meta+Space does...

If you want to try the latest releases of Plasma DE take a look at zawertun's cool COPR. He builds Plasma, Frameworks and Applications and also packages KWin- lowlatency.
Example, this box currently runs:
Operating System: Fedora 31 KDE Plasma Version: 5.17.3 KDE Frameworks Version: 5.64.0 KDE Applications 19.08.3
Colin
I use zawertun's kde copr also.
It has a patch in kwin that makes gtk applications with CSD look better on Xorg.
