I have both an internal (IGP) graphics chip on the motherboard, and an AMD add-on card. Using Gnome, there is an option to "Run <application> on discrete graphics card", but I don't see an equivalent with Plasma.
Any suggestions?

Good question. I don't have anything with a dual graphics setup, so I've never explored it. I'd suggest filing a bug against Plasma Shell[1] with the component "Application Launcher (Kickoff)" to ask for the feature.
