Short Answer:
No
Long Answer:
RHEL7 (the core el7 as you say) entered it's maintenance phase with
RHEL 7.9 last year.
This means no new features, and no updates that are not security
and/or major bugs.
Just to be sure, I double checked if there was anything that looked
like there was work on a new libtag, and the answer is the same, nope.
I know it's not the news you wanted, but it's the news that is.
