Try running:
authconfig --update
to update the config.
Well, I did something close to that:
sudo mv /etc/pam.d/system-auth /tmp
sudo dnf reinstall pam
That did the trick, too.

Perhaps removing fprintd should trigger the call to authconfig(8)?
