It's part of the plasma theme (which happens to include a svg element with alpha
channel).
Options include:
1. disable desktop effects (effectively disabling alpha channel support)
2. change/modify that individual plasma theme element
3. change plasma themes
there are generally way too much transparencies in 4.10
as example the lancelot menu, notifies and so on
even without desktop effects
there is a setting for desktop-effects and transparency
and if this is disabled it should do it really
"hopefully" some upstream-developers get the same healty problems
with their eyes to stop this useless "eye-candy" which hurts
