Do you mean under System Settings -> Regional& Language ->
Country/Region& Language -> Times and Dates ?
If so you can actually type in MM/DD/YY in Short date format ? Not sure
if it actually works or not.
Actually when you start typing in that field it actually changes the
Short date displayed below, just above the reset button. So it appears
to work.
