I should confess that the problem in my case
turned out to be an error in /etc/sysconfig/network-scripts/ifcfg-eth1
where NM (I assume) had written MODE=master
leading to an error reported in /var/log/messages .
Having replaced this entry with MODE=managed ,
NM now starts before login, as desired.
Master seems to be the default mode when configuring a wireless card in
system-config-network. I almost missed changing it to managed myself.
