Even if it's very common hardware, display artefacts are almost certainly
the driver's fault. We've seen horrible regressions in the intel driver on
F22, the worst one was crashing Plasma altogether:

At least that one is fixed now, but the rendering problems are a different
issue, so the rendering is probably still messed up.
But your complaints are all valid, and even the display artefacts on common
hardware with a driver shipped in Fedora are really not acceptable, no
matter what component is to blame.
Sadly, we KDE maintainers can do little about screwed up drivers. Plasma 5
now uses OpenGL (which, IMHO, is by itself a horrible decision! That one is
to blame mostly on the Qt project, which decided to require OpenGL 2 for QML
2), so it depends much more on the drivers than Plasma 4 did (and even
Plasma 4 was affected by many driver issues at the beginning)
well, we both know us in person and talked about the fallout of
KDE3->KDE4 some years ago - IMHO you realized that i am not a ignorant
asshole but have some favour for quality and zero understanding when
someone sells me broken software as improvment :-)
frankly there is one thing the KDE maintainers for Fedora can do:
* make KDE4 and KDE5 (or in future KDE5 and KDE6) available
* don't force users to upgrade KDE while you need to upgrade Fedora
* point 2 may mean be not first with KDE, so be it
as long there is a ignorant upstream not care about user expirience
that's the only real option - REALLY i know KDE from 1.0.x releases and
never liked GNOME but on the other hand the last two major releases
procudec so much anger and steps back that i could also throw away KDE
at all and siwtch to a random GNOME setup - there is not much difference
learning your whole user expierience from scratch and shout all day long
"WTF this crashs, this is no longer available, oh no that is broken, oh
no now the whole hting freeezes again i smoke a cigarette)
that is unaccepatble crap and NO free software is NO EXCUSE, the
opposite is true: closed source with fixed release dates and developers
just payed 9-to-5 makes some things understandable, release broken crap
where the only income is reputation and happy users is not understandable
