I'll go break out my crabby-maintainer pointy-stick to try to at least
get a comment from the gnome-keyring maintainer(s). At least

has been languising around since F-9, and been in "NeedInfo maintainer"
for > 1 month... all this time, not a single comment from them.
I suppose for giggles, for those of you with gnome-keyring problems,
does using gdm make any difference? (If not, it's even more likely not
a kde-specific issue).

I am having keyring problems and AFAIK I am using gdm. I never changed
anything from default - just selected login with kde. IIUC, this still uses
gdm which starts kde.
