Ctrl-alt-del enables one to select Sleep - and I see it shutting down,
just to restart the OS within a second or so.
Try then
echo deep > /sys/power/mem_sleep
as root, and Ctrl-Alt-Del > Sleep again. If that works, then
mem_sleep_default=deep in the kernel cmdline should do the trick.
