I think the obvious answer is the only one you'll get - because no one has yet
manged to (perhaps) figure out the cause and done the work to fix it.
Upstream KDE development is not beholden to Fedora's release schedule as far
as I know. In general Fedora just does its best to pick the right upstream
release to target for each Fedora release.
