I assume that this is with KatePart. Here it erases the
current line (from ^ to $) as well as the newline and
has since I can remember. It's bound to the "Delete
Line" action (and it's also the default). I'd check to
make sure its bound to the correct action.
I've noticed this in kmail, for example. I've no idea how to set key
bindings
for kmail.
