Amit and I discussed this personally, but there was no public
discussion AFAIK. What prompted this and the subsequent request for
the mailing list (it really solved two problems in one go IMO) was
that APAC trac tickets seemed to go unnoticed till meeting time,
except for Izhar and Tuan pitching in whenever they have time. This
seemed too centralized (and hence prone to failure if both are busy -
nobody else notices the problem) and something had to be done about
it.
It did not make sense to subscribe any other existing mailing list to
it and we really felt the absence of an APAC-wide mailing list for
Fedora contributors during FUDCon - we would have to reach out to
ambassadors, devel, QE, cloud, etc. individually and that did not
scale and we missed out on quite a few opportunities. So the APAC
list seemed natural and I still think it is useful.
So that's the rationale; Amit will be able to elaborate if you want
since it was his idea. I don't see any objections beyond 'you should
have asked first', so I guess we'll have to keep that in mind the next
time we have an idea.
