But the limited resources must be well managed, that is the reason i
am suggesting that fedora ambassador first submit a proposal to get
supporting stuff, if the fedoraproject authority find it good then
they accept otherwise reject. but here we have a strange rule, i.e.
ACTIVE MEMBER, i will request you to please describe the term Active
Member, I mean who is Active Member, what a person should do to get
this status?

It's a direct result of the resources available to us.
We cannot ship DVDs to everybody. We suspect that a lot of people are
joining just to get free stuff. In the future, we may be able to
accommodate the requests of all of these people. As of right now, we
cannot.
So -- perhaps the rule isn't perfect. We'll work to get you what you
need. But our resources aren't unlimited.
