I would think the Ambassadors could coordinate this within a country
themselves, without adding the overhead of Yet Another Subproject.
Certainly it would be great for the Ambassadors within a country to be
working with other project contributors there, and not just the general
public.
I agree with Paul. Ambassadors already are the people responsible for
such things. This is one of the target they were created for :)
