Ok, perhaps I didn't write it the right way, and things should become
better and easier rather than complicated, so if we now have the best
procedure we should maintain it.
I think the idea by changing the order of the steps should only
suggest to new ambassadors to contact a mentor when they just have
done a few of the steps which normally happen after applying and
requesting mentoring.
The invite-only definition of that, you're right, is not the right
definition, it refers to the fact that this procedure should eliminate
the apply button on the ambassador group.
In this way the mentor becomes even more important, because at this
point he is the one who eventually create the ticket or not, which
actually is created when clicking on the button (do I remember
rightly?).
Obviously this are only my two cents and the goal of this is
optimizing our group-procedure.

You are not missing anything. On my point of view an Ambassador can be
an Ambassador just like that.
How many "ambassadors" by the government you have seen doing anything
else than just "ambassadoring" on their expat-territory where ever they
are assigned. Still it is an important job (we at least hope ;-) )
Same here. If you are a "good and visible Fedora presenter and you like
to talk about it", then you have something to be an Ambassador - For
Fedora.
No other skills (necessarily) needed. Just talk about it and promote
it! ...all the rest is a great plus of course.
