Added some edit notes and did a +1. Seems we lost the text
about 3rd parties not being allowed to mess with the system,
aka not replace Fedora provided RPMs with their own, so we need
to add that back in there somehow.

We currently have a draft policy for third party software on the wiki:

Many of the WG members have probably seen this in an early draft
form. I'd like to see if WG members could check over it again and at
least indicate here on list if they're generally in agreement with it,
so we can start to discuss it with the Council and identify where they
might have suggestions. We wouldn't want to do that without some
consensus that the WG as a whole is good with it.
