Many of the WG members have probably seen this in an early draft
form. I'd like to see if WG members could check over it again and at
least indicate here on list if they're generally in agreement with it,
so we can start to discuss it with the Council and identify where they
might have suggestions. We wouldn't want to do that without some
consensus that the WG as a whole is good with it.
One other thing... I made a quick vote table for an idea Michael C had
about RPM requirements. Just add your name in the appropriate column.
Using the "lazy consensus" model, at the very least if no one puts in
a -1 by next week, I'll just add that bit to the draft.
