It's up to the application to inhibit idleness. See gtk_application_inhibit().
The cross-desktop D-Bus specification exists since 2012, before the code was
GNOME-specific and existed for many a year in gnome-screensaver:

That spec states:
"For the same reasons, inhibition of suspend, hibernation, or user-
switching (amongst others) is not supported in the API."
