Neither have anything to do with it. gnome-initial-setup calls into the
accountsservice to set the account type of the created local account to
'Administrator', which adds the user to the wheel group.
.... and, being in the wheel group grants more than just sudo access --
it grants different PolicyKit privileges and enables auth-as-self in
consolekit.
