Provide a platform for Indian contributions Localization including hosting localized spins Highlight local events
More would be welcome but I suspect we will figure that out as we go.

This one needs some elaboration.
The page for Regional Contributors seems to have attained stasis. Which can mean either that we are not having new contributors or, the new contributors don't know that they can list themselves. I'd hope it is the latter and not the former.

The regional teams page provides a list of contributors. Bringing visibility to Indian contributors makes it easy for someone new to Fedora to get hold of one of them and clarify doubts, get media or any number of other activities not to mention motivation to contribute themselves. We can highlight this better. For example, list out in more details what people have contributed might be useful. If I knew Person x has python expertise and speaks my native tongue then I might go to him or her to understand python better. Localization of the contributor specific documentation might also be useful. The website would just make it easier to provide a more central forum for such activities.

All good thoughts. What is nagging at me is what we can do to put more names up there. Not like chalk marks on a wall, but more like folks who do contribute and are absent from that list just because they did not know it exists and we did not do enough.

One angle I haven't pursued yet is that Fedora account system has a entire database including country information of every contributor. It should be easy to query this database and get the information and send a note to all contributors. I will have to ask the infrastructure team for this since I don't think there is a frontend that supports arbitrary queries like this.

Are all Fedora Account holders from India (for example) contributors to Fedora ? There has to be a simpler way to reach out to existing contributors and point them to the list :)

Not all account holders will be contributors but it gives us a list of people to narrow down. It should be easy enough to check whether they have contributed after that. Other ideas welcome.

What about this year's GSoC students?
There is one particular corner case: Shishir Goyal. He is working on PackageKit [1] and Fedora is probably the only distribution that is gaining from his work right now, but he is not a Fedora contributor since he does not have FAS entry and actually does not even need one.

I would consider him a PackageKit contributor and not a Fedora contributor. It isn't just Fedora gaining because PackageKit is already included by default in other distributions such as Opensuse and Foresight.
