Rearrange top level
As some beats are empty, and later get filled out, individual includes
in the top level xml must be commented and uncommented. Since the
previous Release_Notes.xml had multiple sections at various levels it
got to be confusing to keep track of which section tags needed to be
commented and uncommented.
This change breaks out each major section into it's own XML. The top
level has no section tags, and each of the major section files has
only a single section. Lower level files may or may not have
additional section tags, but these will not normally be commented and
uncommented.
There should be no need to comment includes in Release_Note.xml, only
in the individual major section files:
