If this is a new deployment of RHQ, then yes, what you described is the
best thing to do. Just unpack the server zip, remove the plugin jars you
don't want, repackage the distro and ship that rhq distro zip to the
machines that will get the rhq server installed.
This way, you'll never deploy those plugins once and you won't have to
worry about disabling them later.
