Actually, when sitting on a resource in the GUI the avail is checked
every 15s so that you are ensured of an up to date value for the
resource you're actively inspecting.
So your resource was DOWN and after a few seconds it came back up.
As for why it was DOWN before, normally it happens when your agent is
not running.
In general it only means the resource was DOWN when last it was checked
(by default 1 minute intervals for servers, 10 minutes for services).
But platforms are actually a special case. For platform resources, it
should be marked UP fairly quickly after the agent is started on that
machine. And after that point it should remain up as long as
connectivity is good and the agent is able to ping the server.
Sometimes if the agent machine is under extreme load the agent will not
report in a timely manner, but that is rare. Another possibility is a
clock sync issue between agent and server.
