This script is literally the same as the (successful) script I used to
build the Fedora 21 images, except with s/21/23/.

Any ideas at all? Sorry there's not much information to go on.
My best guess so far is the maybe @core doesn't include sufficient
basic packages in Fedora 23 ppc64{,le} (it does on x86-64 though).
Only 57 packages were installed in the ppc64le image, which is far
fewer than I'd expect for an @core Fedora install ...
On further investigation, the ppc64 big endian image is OK. It seems
like this was a transient problem with the way the ppc64le image was
created. I'm going to recreate that one.
