Something wants me to say that the newer cobbler ships some bootloader
stuff statically with cobbler. It isn't beautiful, but there isn't a
much better way to say build x86_64 hosts from a PPC server or
whatnot. The older version was likely just pure python which is
architecture independent so long as python runs there.
