It looks like most of novi can be done with repomanage which has been in
yum-utils for a looooooooooong time now.
repomanage will tell you the latest versions or the oldest versions of
pkgs in a directory structure. It outputs them and then you can act on
the set of things like hardlink.

I'm thinking "cobbler repo compact" (for everything) or "cobbler repo
compact --name="foo"
Could do repomanage -o | xargs ... rm
and also hardlink (depending on flags maybe both by default, or not...)
