RHEL5.8 indeed uses python 2.4
# python
Python 2.4.3 (#1, Dec 22 2011, 12:12:01)
[GCC 4.1.2 20080704 (Red Hat 4.1.2-50)] on linux2

I tried to find the EPEL package maintainer for the cobbler packages but had no luck.
That would be me, and yes it should be included in the requirements - I was unaware that
it was a separate package (it is not in Fedora, which is my primary development
platform):
$ rpm -qa | grep ctypes
$ python
Python 2.7.3 (default, Apr 30 2012, 21:18:11) [GCC 4.7.0 20120416 (Red Hat 4.7.0-2)] on
linux2 Type "help", "copyright", "credits" or
"license" for more information.

So I'm guessing at some point they included this in the default python libraries, but
if RHEL5.8 is still using python 2.4 it must not be included there. I'll get that
fixed in the next release.
