The documentation is very vague and is difficult to follow even with the
reference links. I somehow managed to export the files to /tftpboot/ but
I don't know how to make it work.
What filename should I give for dhcp scope options, so it shows this
menu? If I don't provide a file, PXE fails with no file found. If I give
'pxelinux.0', it goes directly to linux deployment.

I don't use of any of this so I don't know anything at all about this
particular area.
But I do know, as a user, that the cobbler documentation is variable in
quality (some good, some not quite as good) and that improvements to the
documentation are most welcome.
So I would encourage you to think about how you would improve the
documentation. Because it is in the wiki, you can probably update it
yourself if you wish. If you don't want actually to update it yourself,
then I would be happy to consider doing the update for you. (I've
already made a few updates to it myself.)
