I was able to get rsyncd.conf to regenerate after I set manage_rsync and clean out the
links directory.
However, please look at my posts from November 10.

During cobbler sync. I suggest you run it manually via CLI or web UI.
Make sure manage_rsync is enabled in /etc/cobbler/settings before sync'ing.
