You are spot on. The iso image was incomplete so I downloaded the image
again.
I am trying update the distro signature file to include rhel7 but my server
is on a private network so cannot access
so cannot run
"cobbler signature update". I have copied
manually to
/var/lib/cobbler/distro_signatures.json but cobbler doesn't see rhel7. Any
help will be appreciated.

This is a rsync error. You could copy the entire rsync output to a
pastebin and
paste its URL here so we could evaluate better.
Often, there is a "Input/output error" error msg along with those errors
msgs you mentioned.
If this is the case, this indicates the impossibility of reading/writing
from/to a file;
I'd guess either there are insufficient permissions on /mnt, mounted ISO
is corrupt
or there are disk defects in source/target directory.
