As per previous posters comments, you just provide puppet via a
cobbler repository (either EPEL or a more detailed one with just the
packages you need that you create) during the install. Then leave
$yum_config_stanza out of your %post section. You will still want
$yum_repo_stanza up further in the kickstart.

The part I appear to be missing is the first step.
Part of my complication is that this install is on a separate switch with no
internet access. So everything I do has to come from the cobbler/puppet
machine. However, once the install is done, the machine will be connected
to the network and not have access to the cobbler/puppet machine anymore.
