As to why the Legal Notice is not translated, that's common for any
text with legal meaning (for example, software licenses). Because
there's always some fuzziness in translation, legal text does not lend
itself to being translated, at least not without considerable effort
from legal experts.

+1 -- this is correct, from my recollection from dealing with Red
Hat's legal staff. Legal notices should not be translated.
