Yes I am running everything as root.
ps -ef |grep cobblerd yields:
/usr/bin/python2 /usr/bin/cobblerd --daemonize
Cat /var/lib/cobbler/web.ss yields a very long hex number that ends with "root@coanfs
pxelinux.cfg"
All files I've checked are root:root except web.ss which is apache:root.
As a sanity checked I restarted httpd, and cobblerd then did a cobbler sync. This seems to
have solved the problem. I'm guessing I missed the sync step.

- Cobbler daemon is the responsible for replying to XML-RPC requests.
I assume you have started it as described in the quickstart guide?
Make sure it is running:
ps aux | grep cobblerd
- If it is running, I'd check if shared secret was created correctly at
/var/lib/cobbler/web.ss.
- I assume you are running the Cobbler CLI as root user
