If I create my own repo can I control the location where the package is
installed?
On the cobbler server we have code in /usr/mii and we would like it to
be copied into /usr/mii on the installed system.

Or, alternatively if you have to grab non-RPM files, since cobbler
runs
behind Apache just make a /pub directory and wget them during %post.
If
you're using a Satellite/Spacewalk server, there's already a
pub
directory
there, so you can use that as well.
If you have that problem (no RPMs), don't just do wget as then you won't
have a way to update those files later.
You could use a configuration management system -- two suggestions: the
one included in Cobbler may be workable just for config files, and if
you have something more complex, use Cobbler's Puppet integration
feature.
RPM packaging and creating your own repo is really the way to go.
