The layer 3 network booting is nice, but there are plenty of work
arounds for being stuck in a layer 2 network (cisco ip-helpers for
instance).

If you chainload it I don't see many compelling advantages, nor do I
really know what needs to be done in Cobbler to just
support the modified ethernet ROMs to support that.
