Sure, easy question. 1.3 is the devel branch (we're using the kernel's old numbering scheme).
1.4 will be released this week (using what we're doing now on 1.3) and will then (in a day or two) be available in EPEL-testing, which is a misnomer. It should be called "EPEL non-monthly snapshot". Then, in about a month (give or take) it will end up in EPEL "stable" which should be renamed "EPEL monthly snapshot". This is all an artifact of EPEL not being on the same build system that Fedora uses just yet. We don't use EPEL testing as testing because packages are not kept there forever, they eventually hop into stable, and we don't want this happening with test releases. Bottom line is that EPEL testing is broken for such things, but only in minor ways that are hard to explain, not in ways that keeps work from being done :) Sorry for the confusion!
Anyhow, yes, 1.4 is out this week :)
