If the DHCP server is answering DHCP requests for other systems, the baremetal system is in DHCP server conf file, you do not see any DHCP requests from the baremetal system during netboot at the DHCP server and you are there are no other DHCP servers answering baremetal system's DHCP requests, I can only assume network issues. If there is an installed Linux OS in the baremetal system, you could try running a DHCP client (dhclient, dhcping, dhcpdump) in it to debug better.
