I've just applied James Laska's patches to master that adds support for Fedora 12 and 13. This will be included in the next 2.0.X release but as a workaround you can just add fedora12 and fedora13 to the list of breeds in the meantime.
Thanks John! I always intend to look into providing a way for it to be more accommodating to newer Fedora versions without requiring updates to cobbler/codes.py. Unfortunately, I always take the path of least resistance and just update cobbler/codes.py
