That is correct. It is power management and part of fence agents. The corresponding files do exist.

I suppose iLO is a power management technology. Cobbler uses fence-agents for power management so I'd check if the corresponding ilo3/ilo4 fence agents work for ilo3 and ilo4. They usually are at /usr/sbin or /sbin in Cobbler server file system. If those fence agents do not work, we have to report the issue to the fence-agents community.
