Hmm, perhaps a bit outside of Cobbler but have you considered chaining via GPXE? (enhanced PXE) I used GPXE when I started working with Cobbler (for testing with older hardware.) It may provide a simpler? one-pass chaining solution since you can boot directly from images but, of course, you still need a method for managing things (where Cobbler may still work.)
