Hey guys,
sorry for the false alarm. The answer seems to be a flaky nas which was housing the web root directory. To be clear:
nas2:/mnt/store/web /var/www
the nas web root was housing /var/www/ on the local cobbler server under which all of the cobbler files were housed. I tried rebooting the nas a couple of times before emailing the list and that didn't actually work. However after I sent the email I tried rebooting the nas one more time and that's when I blew past the dreaded 4% mark when creating a new image.
sorry for the inconvenience and I appreciate the help I've gotten from the list on some of the other issues I've dealt with.

I am having a new issue with cobbler where I am able to kickoff the (virtual) machine creation process, and the kickstart is found and the install begins. But as the data is retrieved from the cobbler server (via the url --url=$tree) option in the kickstart it freezes when it gets to only 4% completion. I tried deleting the distro and re-importing it and recreating the profiles but the result is the same:
